What do you do?

Representative Mike Honda is seeking to redesign his award winning website using a crowd-sourced design. In 2009, Rep. Honda used crowdSPRING to build one of the first crowd-sourced government websites ever developed.

Rep. Honda now represents the 17th Congressional District of California, which encompasses the heart of Silicon Valley, after representing the 15th District for ten years.

The Congressmans current website has consistently been recognized for its outstanding usability and has been honored with numerous awards by the Congressional Management Foundation (CMF).

See technical specifications document. Width shall not exceed 960px with an ideal depth of 1200px to 1900px.

How many pages (maximum of 4) do you need designed?

4. This is a design only project. This project is not completely divested from development, however. The designer should provide the documentation to meet the demands of the design, including but not limited to the Drupal modules and APIs necessary to operationalize the design. Rep. Honda is requesting 4 PSDs (in accordance to the technical specifications attached) of: the site entrance/front page, a common interior page for issues/legislation, a feature page for important topics (like Caucuses or the Economy) and an example(s) of integrating social media and web services. The current website is located at http://honda.house.gov . Any redesign will have to incorporate all the information currently on the site, as well as the following segments.

Describe the target audience for your website design

Constituents of the 17th Congressional District; which include individuals, major technology companies, issue advocates, and local government.

What 3 things would you like to communicate to your audience through your website design

The purpose of this website redesign is to allow for increased public input in the design process and to update the current template to be more Web 2.0 friendly with a cleaner more efficient design.

Rep. Honda hopes this initiative will make his website easier to use and more accessible through the use of new online technologies. Since the Congressman is active on Twitter, Facebook, Flickr, YouTube, Delicious and his blog, he intends to incorporate these technologies to make his new site be the Congressional leader for integrating social media, government services and innovative technologies on an open source platform.

How is your company different from your competitors?

Rep. Honda has always been in the front of web trends, paving the way. The Congressmans current website was crowd sourced, the first ever use of the technique in Congress, using a similar method. His websites have always been consistently recognized for their outstanding designs, having won 4 Gold and 2 Silver Mouse Awards by the Congressional Management Foundation (CMF). Rep. Honda is the only Member of the House of Representatives to be chosen for a website award from CMF each time it was awarded.

As the Representative covering the heart of Silicon Valley, Rep. Honda has been on the front lines of pushing technological innovation as a means for better citizen engagement; from acting as founding co-Chair of the Democratic Caucus New Media Working, designed to promote use of technology in Congress to pushing for access to bulk legislative data.

What website design styles do you like?

We recommend looking at the Congressional Management Foundation principles (http://www.congressfoundation.org/projec...) for an idea of what is expected of a good government website. Design/style is entirely up to you!

What colors do you want to see in your website design?

Shades of blue and other bright colors are preferred, though we are open to creative ideas.

What colors do you NOT want to see in your website design?

Largely black websites or colors that are difficult to read.

What adjectives should best describe your website design?

A clean, minimalist, but detailed site that is modern, Web 2.0 heavy, and features Rep. Honda's work.

Technical Specifications:

The technical specifications have been created by the U.S. House of Representatives, an internal web vendor. They will assist the office in developing and implementing the final design. Please look for the attached technical specifications PDF.
