LET ME TELL YOU ABOUT US:
We are The Partnership Center, Ltd. (PCL). We wrote and run a Homeless Management Information System (HMIS) in Cincinnati, OH. All of the shelters / housing programs / healthcare for the homeless programs / etc. that are funded to serve the homeless in our Continuum of Care for the Homeless (CoC) use our database to input information about the services they provide and the people they serve.
Some of the benefits of HMIS are listed here: http://hmis-cincinnati.org/. In short, it helps us serve the homeless better by identifying who they are, what they need, and what works in moving them out of homelessness. It also helps social service providers get and maintain funding.
Our software is called VESTA -- Vesta was the Roman goddess of the hearth and home -- and we worked backwards to an acronym for Virtual Electronic Services Tracking Assistant.
HERE IS WHAT WE NEED:
For the past couple of years, we've been putting out a report on homelessness in Cincinnati based on the data that we've collected. You can see last year's report here: http://www.thepcl.net/docs/2007%20Data%2.... It's not pretty, but it's got a lot of very useful information in it. This year's report is going to be even more extensive, and we'd like to present it in a more professional way.
To that end, we need a cover (front and back) for our report. We're planning on an 8.5" x 11" portrait-orientation color booklet to be printed by lulu.com.
We are looking for something that we will be able to match the look and feel of in the pages of the report without too much fuss. We won't have the content until April; we're planning to publish at the end of April.

The back cover will list the 60(ish) participating programs (see page 11 of last year's report).
Logos for PCL and the CoC are attached. It is not absolutely necessary that they be incorporated into the cover, but we're probably going to prefer designs that include them. (We don't have a logo for VESTA -- perhaps that's another crowdspring project.)
We need files that we can work with in MS Publisher -- not picky about the format, as long as we can import them and size them to 8.5" x 11".
OUR TARGET AUDIENCE IS:
Homeless service providers, funders, city, state, and federal government agencies.
Perhaps the best description of the feel we're going for is something like "informed compassion." Our primary goal with this publication is the presentation of accurate data -- not advocacy. We try to keep the text neutral and let the numbers speak for themselves where possible. We're not going for closeups of big-eyed starving children.

We are not looking to emulate it, except in the sense that it looks professionally done and we'd like ours to look professionally done, as well. We will be going for a far less graphics-intensive look on the interior of the report -- we don't have the cash at this point to have the whole thing done professionally.
WE ABSOLUTELY MUST HAVE (or we don't want to see) THIS IN OUR DESIGN:
-No 'hobo on park bench with bottle in paper bag' shots
-Any graphics must be yours to use free and clear (we can't pay additional fees)
-Any fonts you use must be identified and publicly available -- preferably free.
(Sorry for the strict budget restrictions -- our customers are non-profits that serve homeless people which is, surprisingly enough, not a gold mine. Our mothers are disappointed, too -- although quite proud.)
