Went back to the drawing board and started from scratch because I figured maybe the other design was TOO simple and not quite what you desired.
1) I moved the locations listings to the right side, as opposed to the left side as on the current site, and listed them according to regions instead. To view all locations under a region, the user can just click (or hover) on the region name and locations names would drop down.
2) Also, all the important images are above the fold so the user can see them the moment the page loads.
3) Everything is compacted to minimize scrolling up and down to view all the content.
I understand that this submission is close to the end of the project period and I am more than willing to do any minor tweaks even after the project closes if this is the submission you choose to go with.
