Creative brief

The buyer added updates to the brief. Read them.

LET ME TELL YOU ABOUT US:

A client of Digital Beckley wishes to obtain a website that showcases not only their office and duties but also become an exemplary web site for southern West Virginia and Raleigh County citizens. The overall design should be modern in appearance, but easy to navigate.
The title text is “Raleigh County Assessor”. A seal will be provided for inclusion into the design. The seal may be resized as needed.

HERE IS WHAT WE NEED:

MONITOR RESOLUTION CONSIDERATIONS
The GUI should be designed to fit on a 1024px wide screen (working width is about 970+/- pixels).

The site will need to fit on a 1024x768 monitor. Height is not critical, however it is expected the design should accommodate scaling/liquid growth as the client adds content - increasing the perceived height of the design.

MENU / NAVIGATIONAL ELEMENTS
The main menu bar MUST be consistent from the home page to any subpage.
A horizontal or vertical menu bar shall be incorporated into the design. This area will be reserved for the text based dynamic menu (you may use placeholder menu items for design purposes). The general menu is composed of "Home, About Us, Services, Business, Personal, Real Estate" - (the client will be able to add additional items as needed, but this should NOT affect the design, rather the design needs to accommodate dynamic text.

A separate area of the GUI should be designed to accommodate the following 'standard pages':
News, FAQ, Contact, Directions, Calendar.
These can be conceits/buttons/calls to action that hyperlink to other pages. (For an example of seeing standard and dynamic menus, please see www.beckleysanitaryboard.org or www.appalachianfestival.net)

Calls to action for documents and visual galleries are not required to be presented on the interface. (This is controlled via the CMS)

COLOR / THEMEING

Color Suggestions: Blues with yellow/gold accents (West Virginia state colors). Rhododendron foliage colors are other options. The artist is free to provide his/her own color themes.
A splash of patriotic flare is requested by the client. Please note that patriotism is an undertone of the web site, not its primary focus.
The artist should be as creative as possible while maintaining a corporate or tourist type of interface.

FONT RESTRICTIONS
Natural text areas or text that is not a graphic when in production should utilize default native families such as Arial, Verdana, Helvetica or other sans-serif fonts.
OTHER NOTES
A homepage only submission is required at this point. The awardee will be tasked to also provide a sub-page design.

Brief updates

A comment directly from our client concerning concepts 1-8: "We expect a more excting website look than the ones you sent. We have looked them over and they have a "canned look"... that the Raleigh County Assessor's Office heading was inserted with a few local pictures. We hope the next sites will have that "killer website" look that we want. The customer must want to stay on the site. These look nothing like the sites that you sent us that you had previously done for clients in the area..i.e. Sanitary Board (www.beckleysanitaryboard.com), Greenbrier Nursery (www.hortcoutureplants.com). Back to the drawing board to get creative!"

CS Creatives - please review the aforementioned sites for ideas and level of artistic flair utilized. I am looking forward to seeing some nice designs following this update.
