Are Creatives able to withdraw their work from your project?
Absolutely. Creatives are in control of their entries and can withdraw them at anytime before the project closes.
Creatives withdraw their work for many reasons and often times it's simply because they don't think you like it so they'd like to save that idea for a later date. If someone withdraws an entry you're interested in, feel free to reach out to them directly. They are easily able to reinstate that entry.
